"Абай-Верн" стипендиялық бағдарламасы- бұл Қазақстан Республикасы Ғылым және жоғары білім Министрлігінің және Франция Республикасы Еуропа және сыртқы істер министрлігінің бірлескен бағдарламасы.
Барлығы: қазақстандық жоғары оқу орындарының студенттері үшін 2 жылдық магистратураға - 45 стипендия және докторанттар үшін - 5 стипендия бөлінуі көзделген.
Магистратураға стипендия алу конкурсына қатысу шарттары:
- Қазақстан азаматы болу;
- жас шектеулері жоқ;
- 2024-2025 оқу жылының басына қазақстандық жоо-да магистратураның екінші курсына жазылу;
- Францияның жоғары оқу орнына Мaster 1 немесе Master 2 бағдарламасына қабылдау туралы шақыру немесе растау қағазының болуы;
Докторантураға стипендия алу конкурсына қатысу шарттары:
- Қазақстан азаматтығының болуы;
- жас шектеулері жоқ;
- 2024-2025 оқу жылының басына ғылыми жетекшілікпен диссертация дайындай отырып, қазақстандық жоо-ға докторантураның 1 жылына жазылу;

Бағдарламаның қаржылық шарттары
"Абай-Верн" бағдарламасының стипендиаты:
- магистранттар үшін қыркүйектен маусымға дейін 10 ай ішінде айына 800 еуро мөлшерінде және докторанттар үшін 3 жыл ішінде жылына 6 ай сайын 1500 еуро мөлшерінде тұруға арналған ай сайынғы стипендия беріледі. (ЖОО бұйрық шығарған кездегі Қазақстан Республикасы Ұлттық Банкінің курсы бойынша).
- келесі артықшылықтарды беретін BCS француз үкіметінің әлеуметтік стипендиясы:
- Францияға тегін ұзақ мерзімді студенттік виза (ақпарат үшін: стипендиат емес студент үшін виза құны 99 еуроны құрайды);
- тіркеу жарнасын төлеуден босату (Францияның көптеген мемлекеттік университеттерінде міндетті). Ақпарат үшін: шетелдік студенттер үшін магистратураға тіркеу жарнасы бір жыл үшін 377 еуроны, докторантураға бір жыл үшін 380 еуроны құрайды. Сонымен қатар, оқу орны мен дипломға байланысты қосымша шығындар болуы мүмкін;
- CROUS Студенттік тұрғын үйге қол жетімділік (ақпарат үшін: CROUS мемлекеттік университеттік жатақханасында жалдау ақысы айына 300-ден 600 еуроға дейін, ал жеке секторда айына 800-ден 1000 еуроға дейін);
Конкурсқа қатысуға қажетті құжаттар тізімі:

STUDENT SCIENCE
Scientific research work of students at the University is an integral part of the educational process and is an effective means of improving the level of professional training of young competitive, intellectually developed specialists with a sense of patriotism and civic responsibility.
Scientific research work of students at the university is carried out:
- in the framework of the educational process - it is the fulfillment of laboratory works and course projects with elements of scientific research, preparation of scientific reports, abstracts, diploma research, etc..;
- Outside the educational process - works performed as part of student scientific clubs (SSC), participation of students (in groups or individually) in search-initiative and contract research;
- In organizational and mass events based on the results of scientific research work of student - these are contests and conferences of various levels.
Involvement of students in scientific research activities begins in the first year and continues continuously in subsequent years. As students are involved in cientific research work of student, the most enterprising and active, capable and showing special interest in research activities, interested in the gradual accumulation of scientific data and obtaining scientific research results, are identified.
Disclosure of creative abilities of students and identification of talented young people capable of scientific research activities is one of the most important tasks of our university.
The main goal of student science development is to win leading positions in the scientific field and a high level of training of highly qualified specialists in demand in the global market.
STUDENT SCIENCE
COMPETITIONS FOR TEACHERS
Scientists of the University take an active part in various competitions for awards, grants, personal scholarships. In the competition of the Ministry of Science and Higher Education of the Republic of Kazakhstan "The Best University Teacher" for the last 3 years, the winners were 6 teachers of Dulaty University.
In 2023, the winners of the competition "The best teacher of the university" were Master of Chemistry, Senior Lecturer of the Department of "Chemistry and Chemical Technologies" R. Kudaibergenova and Ph.D. Professor of the Department of "Automation and Telecommunications" M.S. Junisbekov, who are the leaders of scientific projects grant funding Committee of Science of the Ministry of Science and Higher Education of the Republic of Kazakhstan. The prize fund of two teachers who were awarded the title "The Best University Teacher" amounted to 13,800,000 tenge. Since 2018, a total of 26 teachers of our university have won the "The Best University Teacher" competition.

COMPETITION FOR THE QUALIFICATION OF TEACHER-RESEARCHER
There is an annual competition for the qualification of Teacher-Researcher. In 2024 the competition will be held in April. Record of the Academic Council No. 5 dated November 14, 2023 approved the rules for awarding the qualification category "Teacher-Researcher". To participate in the competition it is necessary to meet the requirements set out in the Regulations and submit the necessary documents.

POLICY TO SUPPORT SCIENTISTS
PUBLICATION ACTIVITY
From 2016 to 2024, university scientists have prepared and published 193 monographs, including 40 in foreign scientific publications, 13265 articles and reports, including 1067 in rating journals.
Over the last five years, the number of publications in journals in the Scopus (Elsevier) and Web of Science (Clarivate Analytics) databases totaled 414. As of December 2024, the Scopus (Elsevier) database has 762 articles. Web of Science (Clarivate Analytics) contains 268 articles and 878 citations.
The Scopus and WoS database has 67 publications in 2021, 105 in 2022, 86 in 2023 and 103 as of December 2024.
According to the results of the study, the National Institute of Intellectual Property of the Republic of Kazakhstan in 2022 issued 11 patents and copyright certificates for 39 inventions to the scientists of the University. In 2023, 35 patents and 49 certificates of authorship. In 2023, 7 patents and 31 certificates of authorship. In general, the patent base of the University since 1998 includes more than 850 protection documents.

SCIENTIFIC PROJECTS
R&D work at the university is concentrated in 1 R&D institutes, 8 centers, engineering laboratory and university departments. R&D is conducted on scientific directions in the field of natural, technical, agricultural, economic and socio-humanitarian sciences in accordance with the state program of science development of the Republic of Kazakhstan.
NCJSC "Taraz Regional University named after M. Kh. Dulaty" successfully realizes the modern model of development of science and higher education of RK.
For the last 3 academic years, the university has been conducting prospecting and initiative scientific work in accordance with the thematic plan of the university, which is a part of 15 R&D programs. Work is currently underway on 71 R&D topics. Among them: 9-fundamental topics, 50-applied topics, 12-experimental research topics. All these works are registered with the National Center of Expertise in order to participate in the competition on projects for commercialization of R&D results.
To maintain leadership in the region, in recent years the university has been improving scientific directions formed in accordance with the priorities of the programs of fundamental and applied research of the Republic of Kazakhstan, updates the resources of search and research work, participates in grant competitions.
For example, in 2022, 15 projects were implemented, in 2023-2024 - 59, at present, more precisely in 2024, 92 research projects are being implemented, including: 18 on a grant basis, 1-targeted program financing, and 3 international projects, 49 R&D projects, 20 startup projects.
As a result of these projects in 2024, the actual total financing of R&D reached 818 300 thousand tenge. This indicator in 2022 amounted to 144 398 thousand tenge, in 2023 funding amounted to 237 900 thousand tenge. In 2024, scientists of the university won 9 grant projects for a total amount - 4 323,4 million tenge, funded by the Committee of Science of the MES RK.
It should also be noted that the scientists of the university act in cooperation with scientists of other universities of RK on the basis of memorandums as co-executors on other scientific projects.
In 2024, the scientists of the university together with foreign partners are working on 3 grants totaling 91.067 million tenge.
In 2024, 63 applications were submitted for grant funding competitions. Given that there are 112 applications for such contests in 2023. And in 2022, there are only 90 applications. Of the 63 grant funding projects, 9 projects won.
The competition for the commercialization of scientific research results, organized by JSC "Science Foundation" - 1 project (350 million tenge), co–financing from business representatives - 122.5 million tenge.
The scientific and technical task for the targeted program financing competition for 2024-2026 has been prepared - 3.5 billion tenge (water management and processing industry), co-financing from business representatives amounted to 355 million tenge.
The demand for scientific research can be observed by the increase in the number of funded research projects, which is growing every year.
In 2024, the volume of investments attracted to the university from grant financing projects, international projects, completed economic and contractual works and experimental and design works was increased. Thus, in 2024, investments were attracted from 18 projects of the Science Committee of MES RK on grant financing – 1 300.3 million tenge, from 3 international projects – 91.067 million tenge, 1 targeted program financing 3 500 million tenge, 1 RSSTA 350 million tenge, from startup projects - 9.212 million tenge, from 49 R&D project - 63.5 million tenge.
Actual total financing of R&D in 2024 amounted to 818 300 thousand tenge. Financing in 2023 amounted to 259 271,08 thousand tenge in 2022 amounted to 144,398 thousand tenge, in 2021-127,602 thousand tenge, and in 2020 - only 40 million tenge.
