By Decree of the Government of the Republic of Kazakhstan dated April 4, 2005 No. 301, the JSC Center for International Programs was established with 100% participation of the state in the authorized capital.

The main subject of activity of JSC Center for International Programs - the implementation of a set of measures for international programs for training, retraining and advanced training of personnel abroad, including the international scholarship of the President of the Republic of Kazakhstan "Bolashak".

JSC Center for International Programs administers the “Bolashak” program, scientific internships, as well as intergovernmental grants. The center accepts documents, competitive selection.

“Bolashaq” International Scholarship, established by the President of the Republic of Kazakhstan, N. Nazarbayev on November 5, 1993, is one of the most important strategic projects, initiated at the dawn of the independence of Kazakhstan, when leaders of a new format were needed, who would build up high-quality relations and communications with the international community.

In order to transfer advanced scientific technologies, President Kassym-Jomart Tokayev in his Address to the people of Kazakhstan "Kazakhstan in a new reality: time for action" instructed to provide an annual internship for 500 scholars in leading research centers of the world.

The internship for scholars is aimed at enhancing the qualifications of scientific and technical personnel in leading foreign higher education institutions, research centers, and industry organizations.

The governmental stakeholder of the program of scientific internships is the Ministry of Science and Higher Education of the Republic of Kazakhstan.

The program is administered by the JSC "Centre for International Programmes," which carries out a set of activities related to the organization and conducting of candidate selection, monitoring the progress of the scientific internship program, and overseeing the fulfillment of work obligations by scholarship holders.

The scientific internship is carried out within the framework of an ongoing research, in accordance with a list of priority research areas, for a period ranging from 3 to 12 months in foreign organizations that are included in the list of leading foreign higher education institutions, postgraduate education institutions, research centers, and other organizations recommended for conducting scientific internships.

• the originals and copies of the passport and identity card (the originals are returned to the applicant after verification);
• The original and a copy of the document on the availability of the academic degree of Doctor of Sciences, Candidate of Sciences, Doctor of Philosophy (PhD), Doctor of profile, master (the originals are returned to the applicant after verification);
  In the case of studying in a foreign educational organization – a certificate of recognition of a document on education or another document on recognition of a document on education, taking into account the features established by paragraph 8 of Article 39 of the Law of the Republic of Kazakhstan "On Education";

• originals and copies of documents confirming employment, as well as an extract of the listed mandatory pension contributions for the period of employment required under these Rules (the originals are returned to the applicant after verification);
• the original and a copy of a valid official certificate of the established form of passing the exam in the state language with the result corresponding to the established minimum requirements (the originals are returned to the applicant after verification);

• a medical certificate (for traveling abroad) in the form 072/y;
• copies of documents confirming the unconditional invitation of the foreign organisation hosting the internship to the applicant, indicating the scientific research being conducted, terms, cost (with a breakdown of calculations) of the scientific internship with notarised translations into the state or Russian language;
• list of scientific results (articles or reviews indexed in the international databases Web of Science, Scopus and (or) in domestic or foreign scientific publications recommended by the authorized body and (or) the international PCT application (Patent Cooperation Treaty), approved by the employer;
• a copy of a valid official certificate of accreditation issued by an authorized body in the field of science
• when submitting documents through a representative - a notarised power of attorney for the representative.
