Main Goal:
To provide support to students with disabilities and ensure access to auxiliary programs. This includes offering specialized literature, facilitating optimal access to university buildings, learning materials, lectures, tests, and exams, thereby enhancing educational accessibility. Additionally, an important goal is to improve the educational outcomes of students with disabilities through their integration into the university’s educational process.
Main Responsibilities:
- Providing psychological support to students with disabilities in the university, promoting their academic and social adaptation, and facilitating their overall development through psychological assistance;
- Identifying the needs of students with disabilities and organizing measures to provide support;
- Delivering psychological and social support, and conducting consultations;
- Preparing documentation and reports related to social support services;
- Ensuring compliance with applicable legislation and regulatory acts;
- Coordinating the provision of necessary material and technical resources;
- Protecting the rights of students with disabilities and organizing measures to prevent discrimination;
- Establishing cooperation with other university departments and external organizations;
- Conducting research and assessment of the psychological well-being of students with disabilities;
- Organizing psychological training sessions, workshops, and counseling services.
Current Activities:
- Identifying and implementing forms of integrating students with disabilities into the general educational process;
- Providing support to students and their parents in both online and offline formats;
- Monitoring students’ attendance, academic performance, and social conditions on an ongoing basis;
- Conducting educational seminars and training on inclusive education;
- Facilitating professional development courses for staff on topics such as “Inclusive Education and Social Inclusion” and related areas;
- Regularly providing information on the state of inclusive education in the university in response to requests from the Ministry of Higher Education and Science of the Republic of Kazakhstan.
Concept of Inclusive Education:
Inclusive education ensures that students with special educational needs can study in mainstream higher education institutions. This approach aims to prevent discrimination, establish equal treatment for all students, and provide necessary accommodations. Inclusive education enhances students’ academic achievements and improves their quality of life.
Legal Basis:
The right of children with disabilities to education is guaranteed by the legislation and regulatory framework of the Republic of Kazakhstan, including:
- The Constitution of the Republic of Kazakhstan;
- The Law “On Education”;
- The Law on Amendments and Additions to Certain Legislative Acts Regarding Inclusive Education;
- The Law “On the Rights of the Child in the Republic of Kazakhstan”;
- The Law “On Social and Medico-Pedagogical Corrective Support for Children with Disabilities”;
- The Law “On Social Protection of Persons with Disabilities in the Republic of Kazakhstan”;
- The Law “On Special Social Services”.
Development of Inclusive Education at the University:
- Inclusive education has been implemented as a public initiative since 2016;
- The university systematically implements measures to create the most favorable conditions for students with disabilities, supporting their academic, social, and personal development.

Specialists in inclusive education organize extracurricular activities for students in various areas, including:
- Motivational and personal development training sessions;
- Workshops and programs to develop practical skills;
- Professional guidance in preparation for sports, cultural, and creative events;
- Assistance with participation in olympiads and scientific project competitions.
These initiatives enable students to achieve high results in science, art, and professional fields, fully realizing their potential. Additionally, the center’s specialists provide support for career guidance, adaptation to the labor market, and employment in their chosen profession.
