Main Objective:

To provide support to students with disabilities and ensure their access to assistive programs. To offer specialized literature, create optimal conditions for building access, and ensure accessibility to educational materials, lectures, tests, and examinations, thereby increasing access to education. In addition, an important objective is to enhance the educational level of students with disabilities by integrating them into the university’s educational process.

Main Responsibilities:

  • Providing psychological support to students with disabilities in higher education institutions, ensuring their academic and social adaptation, and promoting their holistic development through psychological assistance;
  • Identifying the specific needs of students with disabilities and organizing appropriate support measures to address those needs;
  • Delivering psychological and social support services, including individual and group consultations;
  • Preparing and maintaining documentation related to students with disabilities and compiling reports on social support activities;
  • Coordinating the provision of necessary material, technical, and informational resources;
  • Protecting the rights of students with disabilities and implementing measures to prevent discrimination and ensure an inclusive educational environment;
  • Establishing and maintaining effective collaboration with other departments of the higher education institution and with external organizations;
  • Assessing, researching, and monitoring the psychological well-being of students with disabilities;
  • Organizing and conducting psychological trainings, workshops, and counseling sessions.

Ongoing Activities:

  • The university has implemented the Regulation on Psychological and Pedagogical Support for Inclusive Education;
  • Forms of integration of students with disabilities into the general educational process have been defined;
  • A job description for an inclusive education specialist has been developed;
  • Support is provided to students and their parents in both online and offline formats;
  • Attendance, academic performance, and social conditions of students are under constant monitoring;
  • Training seminars and workshops on inclusive education are conducted;
  • Specialists undertake professional development courses on Inclusive Education and Social Inclusion and other relevant areas;
  • Information on the state of inclusive education at the university is regularly provided in response to requests from the Ministry of Higher Education and Science of the Republic of Kazakhstan.

Concept of Inclusive Education:

Inclusive education is the provision of education for students with special educational needs in mainstream higher education institutions. This approach aims to prevent discrimination, promote equal treatment of all students, and ensure the provision of special conditions. Inclusive education improves students’ academic achievements and enhances their quality of life.

Legal Framework:

The rights of children with disabilities to education are legally enshrined in the following regulatory legal acts of the Republic of Kazakhstan:

  • The Constitution of the Republic of Kazakhstan;
  • The Law “On Education”;
  • The Law on Amendments and Additions to Legislative Acts on Inclusive Education;
  • The Law “On the Rights of the Child in the Republic of Kazakhstan”;
  • The Law “On Social and Medical-Pedagogical Correctional Support for Children with Disabilities”;
  • The Law “On Social Protection of Persons with Disabilities in the Republic of Kazakhstan”;
  • The Law “On Special Social Services”.

Development of Inclusive Education at the University:

  • Activities related to inclusive education have been carried out since 2016 as a public initiative;
  • The university systematically implements measures aimed at creating the most favorable conditions for the education of students with disabilities, as well as supporting their academic, social, and personal development.

Additional Support Measures:

Specialists in the field of inclusive education organize various extracurricular activities for students, including:

  • Motivational and personal development trainings;
  • Workshops and programs aimed at developing practical skills;
  • Professional consultations in preparation for sports, cultural, and creative events;
  • Assistance in participation in academic olympiads and scientific project competitions.

Through these activities, students achieve high results in science, creativity, and professional fields, realizing their full potential. Specialists of the center also provide support in career guidance, adaptation to the labor market, and employment in accordance with their specialization.
